One rat always scratching

I've got two boys, but only one of them seems to scratch an awful lot. I've had a look through his fur but can't see anything. Does he have mites and if so, why doesn't the other one scratch so much? Can you get stuff from the pet shop to help, or should I take him to the vet? Advice much appreciate...

I'm so glad I found this! I brought a pair of white, red eyed rats yesterday, Albus and Remus, and noticed Albus keeps doing the head swaying. I thought there was something wrong with him! I never knew rats do this since the rat I had before was black eyed. It's a relief to discover that it's normal...
