Does this sound like CHF?

Frost is a 22 month old doe. For the past couple of weeks she's had a fluffed up coat and a sticky eye. More recently she's started having heavy breathing with no noise, and she appears to be a little bloated. My question is, does this sound like the begining of CHF, or is it more likely to be a respiratory infection?

Frost is on Baytril for 2 weeks, and if she doesn't show an improvement in 5 days she needs to go back for chest x-rays.
