Is this the right treatment

My 12mth old boy has got scarring on his lungs and occasionally weezes. He had been in rescue for 11mths and given Baytril for 5 days. When I brought him home I took him to the vets with very bad breathing. He was given a steroid jab and synulox. This worked great. The last few days he has become weezy on and off (forcing air in), so back to the vets and he has been given the same treatment. The vet said he has just got scared lungs and flair ups will occur. I would just like to know if you think he has had/having the right treatment? Thanks
