very shy

ok so i have 6 little ratties, 4 little girls that are now 14 weeks old and are doing really well, i also have 2 boys (in a seperate cage) 1 smudge is taming really well, and his brother storm who is not, he is so shy and really skitty, have tried just sitting by the cage and talking to them, have tried sitting with my hand/ arm in the cage for hours and still nothing. he is so scared that he freezes conpletely! he doesn't even sniff. the boys are also 14 weeks old and were home raised, i can't work out what to do.
any advise would be great. thanks xxx

They like to feel secure, you could try wearing a hooded top round the wrong way and put him in the hood so that he gets used to you, or try tempting him with some yoghurt or something tasty on your finger, it worked with my rescue boy Rufus. :D
